City to Hold North Bay Project Area Committee (PAC) Election

General Project Area Information
The City of San Diego's 1,360-acre North Bay Redevelopment Project Area is composed of a variety of land uses that are designated for residential, mixed-use, high technology office/flex/R&D, light industrial and retail development opportunities along Interstate 5, Pacific Highway, Morena Boulevard, India Street, Loma Portal, Voltaire Street and in the City's Midway District.

The project area is centrally located two miles from Downtown, is adjacent to the San Diego International Airport, is accessible by two major freeways, and has both light-rail and heavy-rail transportation for employees and freight. The project area is home to major high-tech employers including the Space and Naval Warfare Systems Command (SPAWAR) and Science Applications International Corp. (SAIC) and is accessible to San Diego Bay and Mission Bay.

North Bay Project Area Committee (PAC) Information

The North Bay Project Area Committee (PAC) is a 30-member advisory group that provides recommendations to the City's Redevelopment Agency on proposed redevelopment projects. The North Bay PAC meets four times per year - March, June, September, and December - on the first Wednesday of that month, from 7:30-9:30 AM. Additional meetings are sometimes scheduled, if needed.

Currently, the PAC has eight (8) vacancies. They are:

  • Four (3) Residential Tenant
  • Business/Property Owner - Linda Vista, Mission Valley, Peninsula, & Uptown
  • Community Organization - Clairemont Mesa Community Planning Group

PAC members must be at least 18 years of age and reside, own a business or property located in the project area. If you are interested in serving and meet the eligibility requirements, please contact Lydia Goularte-Ruiz at (619) 236-6539 or via email at lgoularteruiz@sandiego.gov.

The North Bay PAC meetings are currently held at the Health Services Complex - Rosecrans, San Diego Conference Room located at 3851 Rosecrans Street, San Diego, CA 92110-3115. Special committee meetings may be held at different locations depending on space availability. Agendas will list specific locations for each meeting.

Completed Redevelopment Projects

The James Edgar and Jean Jessop Hervey Library (Point Loma Branch)
Completed in the Fall of 2003, the new 25,890-square-foot facility is the largest community enhancement project in the Project Area, and was partially financed through bond funds generated therein.

Morena Vista Mixed-Use Project
Located in Linda Vista, this transit-oriented development project serves as a catalyst for new growth in the area. The project is located directly adjacent to the Linda Vista Trolley Station and provides a mixture of 184 residential units with 18 affordable units, commercial and retail space and parking facilities including a Park-N-Ride that serves the trolley station. Project was completed in Fall 2006.

Old Town Transit Center Queue Jump Project
This project was designed to improve the intersection of Rosecrans Street and Pacific Highway which is frequently blocked by arriving and departing Trolley, Coaster, and Amtrak trains. This project reduces traffic congestion by allowing the existing bus service to run more efficiently, reduce the back up of vehicular traffic on Rosecrans Street and improve the general purpose and transit flow through the intersection.

Midway Tree Planting
The City Redevelopment Agency in partnership with the San Diego's Business Improvement District Council and North Bay Association planted 100 shade-producing street trees within the public right-of-way throughout the Midway Commercial District in the summer of 2004. Trees were planted along Midway Drive, Sports Arena Boulevard and a portion of Rosecrans Street.

Morena Boulevard Traffic Signal
The Redevelopment Agency has approved the use of $30,000 of North bay Redevelopment Funds to modify the existing signal on Northbound Morena Boulevard to address the traffic on Southbound Morena Boulevard at Linda Vista Road intersection. The signal will separate the traffic on Morena Boulevard and Linda Vista Road, and will allow traffic on both Morena Boulevard and Linda Vista Road to continue as two lanes throughout the intersection and beyond. The separation of the traffic on Morena Boulevard and Linda Vista Road will eliminate the dangerous right-merge on Morena Boulevard. The construction of the signals was completed in December 2007.


Current Redevelopment Projects

Veterans Village of San Diego
Located along the Pacific Highway Corridor, the Veterans Village of San Diego is a $27 million rehabilitation center that will provide a place for homeless veterans to live, seek treatment, support, employment training, and counseling. Veteran's Village will replace the current 87-bed facility with a 325-bed facility and will provide state-of-the-art living and support facilities for the Veterans. The project is being developed in three phases. Phase I has been completed with Phase II currently in construction. Phase II is scheduled to be completed in December 2008.

Stella at Five Points
Located in the Midway/Pacific Highway Corridor at 2015 Hancock Street, the project will include 85 market-rate and affordable residential condominiums. This project is located in close proximity to the Washington Street Trolley Station as well as the India Street Commercial Corridor and serves as a model for transit-oriented development design. Stella at Five Points is scheduled to be completed in September 2008.

Mission Hills Gateway Project - Washington Street Improvements
The intersection of Washington and India Streets has strategic importance for the North Bay Redevelopment Area. The area has a prominent location that links four neighborhoods: Mission Hills, Old Town, Little Italy and Midway/Pacific Highway. Several new housing projects are being planned, just blocks from the Washington Street Trolley Station. With the new housing, trolley access and a collection of popular restaurants, this area is becoming an active pedestrian neighborhood. Yet currently, much of the streetscape is blighted and inadequate to support pedestrian activity. The Agency, in partnership with the City's Capital Improvement Program, will install median improvements on Washington Street between San Diego Avenue and India Street. The new median will include: trees, shrubs, irrigation, decorative pavers and other improvements.

Morena Boulevard Facade Improvement Project
In partnership with the City of San Diego's Storefront Improvement Program (SIP), property and business owners along Morena Boulevard are able to improve the facades of their properties with additional assistance from the Redevelopment Agency.

The Storefront Improvement Program (SIP) provides a rebate to business or property owners as an incentive to improve storefronts consistent with design standards for the commercial area. Property and business owners located along the Morena Boulevard Corridor can receive additional grant funds for improving their storefronts from the Redevelopment Agency.

YMCA
The Redevelopment Agency is contributing $575,000 to assist the Point Loma YMCA in a $6 million project to expand and improve their current facility. Construction improvements are expected to begin in late Fall 2008.
